DNA barcoding was <span><a href=\"https:\/\/ibol.org\/impact\/policy-and-capacity-building\/\">officially introduced<\/a><\/span>\u00a0at\u00a0the\u00a011<sup>th<\/sup> meeting of the Conference of the Parties (COP 11)<span>\u00a0held in Hyderabad, India, i<\/span>n 2012. It was further reinforced in decisions at COP 13 (Mexico, 2016) and COP14 (Egypt, 2018).<\/p>\n<p style=\"text-indent: 40px;\">DNA barcoding was first proposed in 2003 as a tool for specimen identification and species discovery. Today, it is being used for various regulatory purposes including product testing for consumer protection, rapid identification of invasive alien species and endangered species being trafficked illegally. At COP14, Parties were encouraged not only to foster the use of DNA barcoding technology for rapid identification of priority taxa but also to support related capacity-building activities in line with the strategy for the <a href=\"https:\/\/www.cbd.int\/gti\/default.shtml\" target=\"_blank\" rel=\"noopener noreferrer\">Global Taxonomy Initiative<\/a>.<\/p>\n[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row custom_padding=&#8221;50.5156px|0px|0|0px|false|false&#8221; _builder_version=&#8221;3.18.9&#8243;][et_pb_column type=&#8221;4_4&#8243; _builder_version=&#8221;3.18.9&#8243; parallax=&#8221;off&#8221; parallax_method=&#8221;on&#8221;][et_pb_text _builder_version=&#8221;3.19.3&#8243; text_font=&#8221;||||||||&#8221; text_font_size_phone=&#8221;16px&#8221; text_font_size_last_edited=&#8221;on|desktop&#8221; link_font=&#8221;||||||||&#8221; header_4_font=&#8221;||||||||&#8221;]<h4>Making biodiversity identification accessible: the GTI Forum<\/h4>\n<p><span style=\"font-size: small;\"><i><strong>GTI Forum live stream&gt;<span>\u00a0<\/span><\/strong><\/i><a href=\"https:\/\/www.cbd.int\/webcast\/gti-live\"><i><strong>https:\/\/www.cbd.int\/webcast\/gti-live<\/strong><\/i><\/a><\/span><\/p>\n<p>The Global Taxonomy Initiative Forum (GTIF), titled \u2018<strong>Removing the taxonomic impediment for all citizens<\/strong>\u2019, was held on the margins of COP14 on November 16, 2018, and was organized with the financial support of the Japan Biodiversity Fund. To\u00a0aid in implementing the CBD, scientists and government representatives discussed ways of overcoming the taxonomic impediment, our inability to efficiently identify species.<\/p>\n<p style=\"text-indent: 40px;\">The GTIF symposium opened with a keynote speech from <strong>Carlos Manuel Rodriguez<\/strong>, Minister of the Environment and Energy of Costa Rica. When asked what we can do to overcome the taxonomic impediment, Rodriguez said that the two most important tools changing the rules of the game\u00a0are the internet and DNA barcoding.<\/p>\n<p style=\"text-indent: 40px;\"><strong>Dan Janzen<\/strong>, DiMaura Professor of Conservation Biology at the University of Pennsylvania and the Co-coordinator of BioAlfa gave a virtual presentation via Skype on <span><a href=\"https:\/\/ibol.org\/site\/wp-content\/uploads\/2018\/12\/2_BIOALFA-compressed.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">BioAlfa<\/a><\/span>, an ambitious project to \u2018biodevelop Costa Rica for itself and for the world\u2019. BioAlfa aims to make Costa Rica \u2018a model <g class=\"gr_ gr_21 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"21\" data-gr-id=\"21\">bioliterate<\/g> country for non-damaging use of its wild biodiversity\u2019 by barcoding all species in the country. In doing so, Janzen says, Costa Rica will be the first tropical country to truly know its biodiversity.<\/p>\n<p style=\"text-indent: 40px;\">From barcoding a whole country to <g class=\"gr_ gr_24 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar multiReplace\" id=\"24\" data-gr-id=\"24\">discussing<\/g> the importance of collective enterprise, <strong>Tim Hirsch<\/strong>, the Deputy Director of the <span><a href=\"https:\/\/www.gbif.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Global Biodiversity Information Facility<\/a><\/span> (GBIF), presented on \u2018informatics in support of the post-2020 framework for biodiversity\u2019. The project is a partnership between the Secretariat of the CBD and the <span><a href=\"http:\/\/biodiversitygenomics.net\/\" target=\"_blank\" rel=\"noopener noreferrer\">Centre for Biodiversity Genomics<\/a><\/span> (CBG) funded by the\u00a0<g class=\"gr_ gr_17 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins replaceWithoutSep\" id=\"17\" data-gr-id=\"17\">Japan<\/g> Biodiversity Fund. It\u00a0trains people to become trainers in their own countries and regions increasing expertise in DNA barcoding in developing countries;\u00a0ten workshops have been completed by the GTI trained-trainers between 2015 &#8211; 2018.<\/p>\n<p style=\"text-indent: 40px;\">On behalf of all these workshops, Ibrahim (Department of Medicinal Plant Research and Traditional Medicine at the National Institute for Pharmaceutical Research and Development (NIPRD) in Abuja, Nigeria) discussed the outcomes and sustainable plans developed by the trainers. In addition, ten posters on each national course were displayed for the duration of COP14 at the Expert Kiosk on \u2018<strong>Taxonomy and Invasive Alien Species<\/strong>\u2019.<\/p>\n<p style=\"text-indent: 40px;\">Including Ibrahim, two trainers (<strong>Mouna Rifi<\/strong>, National Institute of Agronomic Research of\u00a0Tunisia, Tunis, Tunisia;\u00a0<strong>Tatsiana Lipinskaya<\/strong>, National Academy of Sciences of\u00a0Belarus, Minsk, Belarus) and one member of the project coordination team (<strong>Adriana Radulovici<\/strong>, CBG, Canada) joined <g class=\"gr_ gr_12 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace\" id=\"12\" data-gr-id=\"12\">GTIF<\/g> representing the GTI-DNA-tech. In addition, iBOL, BIOSCAN, GTI-DNA-tech and the role of citizen-science were highlighted and discussed with participants.<\/p>\n<p style=\"padding-left: 30px;\"><a href=\"https:\/\/ibol.org\/site\/wp-content\/uploads\/2019\/01\/Panfleto-FINAL-Bioalfa.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>BioAlfa <\/em><em>&#8211;<\/em><\/a><em><a href=\"https:\/\/ibol.org\/site\/wp-content\/uploads\/2019\/01\/Panfleto-FINAL-Bioalfa.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"> Bioliteracy for all<\/a> <\/em><em>&#8211;<\/em><em> organized by the Ministry of Environment and Energy, Costa Rica (MINAE)<\/em><\/p>\n<p style=\"padding-left: 60px;\"><span>Yeimy Cede\u00f1o Solis<\/span> (MINAE) and colleagues presented on the goal and strategy of BioAlfa, as well as the legal aspects of conducting a whole-country species inventory.<\/p>\n<p style=\"padding-left: 30px;\"><em>Showcasing the work of the Consortium of Scientific Partners on Biodiversity <\/em><em>&#8211;<\/em><em> organized by CBD<\/em><\/p>\n<p style=\"padding-left: 60px;\">The <span><a href=\"https:\/\/www.cbd.int\/cooperation\/csp\/\" target=\"_blank\" rel=\"noopener noreferrer\">Consortium<\/a><\/span> includes 24-member institutions, some of them involved in DNA barcoding projects. While not all partners were present, the <span><a href=\"http:\/\/www.humboldt.org.co\/en\" target=\"_blank\" rel=\"noopener noreferrer\">Humboldt Institute<\/a><\/span> and the <span><a href=\"https:\/\/www.naturalsciences.be\/\" target=\"_blank\" rel=\"noopener noreferrer\">Royal Belgian Institute of Natural Sciences<\/a><\/span> (RBINS) discussed their respective DNA barcoding activities. The Humboldt Institute presented work related to CBD implementation, involvement in BIOSCAN, and the hosting of a GTI-DNA-tech training workshop in October 2018. RBINS presented on projects related to the validation of fish and seafood labeling, detection of invasive alien species, endangered and protected species, barcoding tissue of policy concern and RBINS collections.<\/p>\n<p style=\"padding-left: 30px;\"><em>Technical and Scientific Cooperation <\/em><em>&#8211;<\/em> <span><em><a href=\"https:\/\/www.cbd.int\/biobridge\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bio-Bridge Initiative<\/a><\/em><\/span><em> (BBI) <\/em><em>&#8211;<\/em><em> organized by CBD<\/em><\/p>\n<p style=\"padding-left: 60px;\">One example of technical and scientific cooperation showcased during the event was the training course titled, \u2018Using DNA technologies for identification and study of alien and rare species\u2019, organized jointly by BBI and GTI with funding from the Korean and Japanese governments.
